David Flick, Principal and Founder, announces that the firm successfully completed Section 404/401 Clean Water Act permitting for the Woods Chapel Large Box Retail Development in Blue Springs, Missouri. Located at the southwest corner of Interstate 70 and Woods Chapel Road and permitted on behalf of Pavilion Properties LLC, the development will occupy one of the last undeveloped parcels along the I-70 corridor between Independence and Blue Springs.
Senior staff with Terra Technologies completed a complex evaluation of development alternatives in compliance with Clean Water Act Section 404(b)(1) guidelines. Under this procedure, the applicant must demonstrate that the proposed development represents the Least Environmental Damaging Alternative in order for the project to be determined practicable.
Many agencies opposed development at the site due to the perceived impact to functional jurisdictional waters. Scientists with Terra Technologies performed a 100-year review of historical waters, and determined that a former lake existed on the parcel, contributing to the functional impairment of specific site waters.
