David Flick, Principal and Founder, announces that the firm successfully completed Section 404/401 Clean Water Act permitting for the 21-acre multifamily phase of the Village at View High Development in Lee’s Summit Missouri. The mixed-use development is located northeast of Third Street and View High Drive on the western side of the city. The 74-acre site is planned for more the 250,000 square feet of retail, 100,000 square feet of office and medical office space, and a 13 acre gated community with more than 150 senior-living units in villas, townhomes and apartments.
Scientists with Terra Technologies completed a jurisdictional assessment of potential waters of the United States and to document existing site conditions. Nationwide Permits that authorize impacts to jurisdictional waters resulting from most projects are limited to 300 feet of tributary fill. When requested by the applicant, the US Army Corps of Engineers can evaluate the merits of waiving the 300 foot limitation when impacts occur to a tributary whose function is impaired prior to impact. Impairments are often associated with the absence of riparian corridors and other stream impacts upstream and downstream from the project site.
The applicant received a Nationwide Permit 29 verification letter authorizing unavoidable impacts to jurisdictional surface waters. In order to replace the lost aquatic resources resulting from site grading, mitigation credits will be purchased from the Clear Fork Wetland and Stream Mitigation Bank where such surface waters are preserved through perpetuity under management by Terra Technologies. The compensatory mitigation credit purchase must be completed prior to the commencement of work within regulated waters.
