David Flick, Principal and Founder, announces that the firm successfully completed Section 404/401 Clean Water Act permitting for the MFA Incorporated – Hamilton Rail Loading Facility, approximately five miles east of Hamilton, Missouri. The project will consist of 2 million bushels of permanent grain storage and 1.5 million bushels of temporary grain storage along with a loop rail track to accommodate loading of a 110-railcar train.
Scientists with Terra Technologies facilitated Clean Water Act Sections 404, 402, and 401 permitting for the project and completed the Stormwater Pollution Prevention Plan for the grain facility. The site is approximately 253 acres in size and is primarily agricultural row crop land. In order for the Corps to complete the required NEPA consultation, scientists with Terra Technologies completed the necessary endangered species and cultural resource surveys.
To replace the loss of aquatic resources resulting from the authorized project, the permittee must purchase 6,790 stream credits and 1.21 acres of wetland credits from an approved mitigation provider in the service area of the project. Assignment of such wetland and stream credits is anticipated to be completed at the soon to be approved North Grand River Wetland and Stream Mitigation Bank located north of Carrollton, Missouri, which is illustrated below.
