David Flick, Principal and Founder, announces that the firm has successfully completed Section 404/401 Clean Water Act permitting for an automobile assembly supply operation in Liberty, Missouri. The Becknell Industrial operation will create 156 new jobs and is granted economic incentives through the Project Victory economic development incentive.
Scientists at Terra Technologies consulted the owner and design team to achieve avoidance of most high quality jurisdictional surface waters on the parcel, resulting in substantial conservation corridor preservation and a centralized passive wetland treatment basin and native grass buffers.
Staff prepared a scientific justification and received a waiver of the Nationwide 404 Permit 300-foot rule. As a general condition of most Nationwide 404 permit verifications, a project can not disturb greater than 300 lineal feet of stream channel to qualify for a streamlined permit. In many instances, the US Army Corps of Engineers, in consulting with other federal and state natural resource protection agencies, will waive the 300-foot limitation if the stream resource is functionally impaired due to historic alterations. Receipt of a waiver request significantly decreases permit time, enabling a project to begin construction in an expeditious manner.
Mitigation credits for the project were purchased from the Sni-A-Bar Creek Wetland and Stream Mitigation Bank, a habitat parcel managed by the staff and principals at Terra Technologies.
