Section 404 of the Clean Water Act establishes the Federal program to regulate the discharge of dredged and fill material into jurisdictional waters, including wetlands and streams systems. Responsibility for this program is shared by the U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers (USACE). In Missouri, the Department of Natural Resources Water Protection Program regulates water quality issues associated with such projects through Water Quality Certification permitting. Terra Technologies wetland specialists perform wetland and stream system determinations using the Routine Wetland Determination Method as referenced in the 1987 USACE Wetland Delineation Manual. In addition, Terra Technologies can provide complete design, construction oversight and assistance with USACE authorization to construct onsite and offsite wetland mitigation and riparian restoration areas.
